Ukraine: Latin America - Europe Exchange of Views 17/5/2022

What consequences will the war in Ukraine have for Europe's destiny? Is a new arms race inevitable? How effective could sanctions against Russia be? What impact will the conflict have on the global economy? How will it affect Latin American politics? Is the continent prepared for the challenge of increasing the supply of food and energy to Europe?

The Foro del Sur Foundation (Argentina) and the Alternativas Foundation (Spain) invite you to share these questions with prestigious representatives of academia, business, and civil society organisations from both continents.

About the speakers:

Oliver Della Costa Stuenkel - Associate Professor at the School of International Relations of Fundação Getulio Vargas (FGV) São Paulo.

Non-resident scholar at the Carnegie Endowment for International Peace in Washington and non-resident fellow at the Global Public Policy Institute (GPPi) in Berlin. He is a columnist in different media, such as Estado de Sao Paulo, The New Statesman and Americas Quarterly. His research focuses on the foreign policy of Brazil, India and China, and its impact on global governance and Latin American politics. He is the author of IBSA: The Rise of the Global South; The BRICS and the Future of Global Order and Post-Western World: How emerging powers are remaking world order. He is currently writing a book on technological competition between China and the United States.

Enrique Flaiban - CEO of Grupo Los Grobo. He is a Certified Public Accountant from the Universidad de Buenos Aires, and currently serves as the CEO of Grupo Los Grobo, one of the largest agricultural companies in Argentina and the region, a company that manages over 250,000 hectares in production, trades over 2.5 million tons of grain through its 34 branches and 15 strategically located storage plants in 6 Argentine provinces, produces crop protection products in its modern plant in Zárate, and owns a flour mill in the city of Chivilcoy. The group reported revenues of more than 650 million USD with an operating profit of around 70 million USD in 2021. With more than 35 years of experience in leading companies, he has held positions of great responsibility both in our country and abroad. Before joining the Grupo Los Grobo, he was General Manager of Petroquímica Cuyo for 4 years and President and CEO of the Córdoba-based gas distributors Ecogas (Distribuidora de Gas del Centro S.A. and Distribuidora de Gas Cuyana S.A.) for 5 years. He also worked for 10 years for the German group E.ON (in Argentina, Germany and Spain), the largest private energy supplier in Europe, and in Sideco Americana as Group Controller for Argentina and Brazil. Previously, he worked at Grupo ASSA (now a member of Globant), an organisation that provides consulting, technology, and outsourcing services, as CFO for Argentina, Brazil and Mexico. Prior to that, he was Senior Manager at Arthur Andersen, where he developed his professional career in Argentina and Spain. Additionally, he has actively participated in various Chambers and Associations in key positions. He was President of Adigas for 4 years, member of the Executive Committee of the Chemical and Petrochemical Chamber, member of the Executive Committee of the German Chamber of Commerce, member of the Energy Committee of Amcham, member of the Club de la Energía of Spain, among others. He has also lectured at various private and public institutions, both in Argentina and Spain.

Juan Moscoso del Prado -  Member of the Patronage of the  Alternativas Foundation. Economist (PhD). Director of Deusto Global Affairs at Deusto Business School. Former Deputy of the Spanish Parliament, spokesman of the Socialist  Parliamentary Group of the Joint Commission for the European Union. Former associate professor of Economics at the Universidad Carlos III.  Economist, financial adviser, university professor and politician.

Vicente Palacio - Director of the Foreign Policy Observatory of the Alternativas Foundation. PhD in Philosophy from the Universidad Complutense (Madrid). Associate Professor at Universidad Carlos III of Madrid, lecturer for the Master's Degree in Geopolitics of the Americas.  Former Visiting Fellow and Visiting Researcher at Harvard University. Former Political Advisor for the Secretary of State for Ibero-America of the Spanish Ministry of Foreign Affairs, European Union and Cooperation.  Analyst for the printed media, television, and radio. PhD in Philosophy from the Universidad Complutense.

Erika M. Rodríguez Pinzón - Latin American Coordinator for the Alternativas Foundation. PhD in International Relations from the UAM, Professor in the Department of Applied Sociology at the Universidad Complutense de Madrid. International consultant, analyst for the printed media, television and radio, and author of numerous articles and contributions to books.

Andrés Serbin -  President of the Regional Economic and Social Research Coordinating Association  (CRIES). Researcher and author specialised in Latin America and the Caribbean, Russia, Eurasia, and Asia Pacific.  He has been president of the Venezuelan Association of Caribbean Studies (AVECA) and of the Caribbean Studies Association (CSA) and served as coordinator of various working groups of the Latin American Studies Association (LASA), and currently chairs the Asia and the Americas section of this association. He was a founding member and chair of the International Coalition for the Responsibility to Protect (ICRtoP) and co-founder of the Global Partnership for the Prevention of Armed Conflict (GPPAC), where he twice served as co-chair of the Board of Directors and chair of various Task Forces on armed conflict prevention, citizen diplomacy and civil society/intergovernmental relations. He has been Director of Caribbean Affairs of the Latin American Economic System and advisor to the Venezuelan Ministry of Foreign Affairs for two terms. He is a retired Tenured Professor at the Universidad Central de Venezuela, and was a guest professor at Harvard, Warwick and Sorbonne III Universities and is a member of the Academic Council of the Postgraduate Programme on BRICS at the University of St. Petersburg in Russia; Director of the specialisation programme on Russia and Eurasia at the Universidad Católica Argentina (UCA). Advisor to the Argentine Council on International Relations (CARI), and member of the Váldai Club in Russia and Chatham House in Great Britain. His latest book is Eurasia and Latin America in a Multipolar World (2019), which was translated into Russian. His most recent research article Bibliographical Review on the Relations between China and Latin America 2010-2020 (2021) was ranked among the SSRC's top 10 papers.

Diana Tussie - Director of International Relations, FLACSO - Argentina. She holds a degree in Sociology and a PhD in International Relations from the London School of Economics. She is also a Senior Researcher at the National Council for Scientific and Technical Research (CONICET). She has been a guest lecturer at the universities of Córdoba, UdelaR, Oxford, Cambridge and Manchester, and the German Institute of Global Affairs, among others. In 2017 she was granted the Global South Distinguished Scholar Award by the Global South section of the International Studies Association. Her research topics in the field of international political economy address processes and stakeholders in multilateralism, regional construction as well as the political economy of the international economic system, Brazil and China in the emerging order. Diana was co-editor of the journal Global Governance, one of the most prestigious journals in the field of International Relations. Her most recent books include The Rise of Post Hegemonic Regionalism jointly written with Pía Riggirozzi, in which they analyse the agendas that are currently driving the construction of the South American region, and Global International Relations in collaboration with Amitav Acharya and Melisa Deciancio. She is currently preparing a Handbook of International Development for Elgar Publishers.
