ELECTIONS IN THE UNITED STATES AND THEIR IMPACT ON FOREIGN POLICY 1/7/2016
The Foro del Sur Foundation, together with the United States Embassy, organized a meeting on Friday, July 1 with Peter Quilter and Dan Fisk, members of the Democratic and Republican parties respectively, with the aim of talking about the upcoming elections on that country from the perspective of both political parties. First, Quilter and Fisk presented their positions and visions about the current electoral process, and then they answered the questions asked by those invited to the meeting. The debate was coordinated by Félix Peña.
Prior to the debate, Quilter and Fisk were interviewed by the Archives of Present Editorial Staff.
PETER QUILTER is a senior researcher at the Ash Center for Innovation and Democratic Governance at the Kennedy School of Harvard University.
Prior to this, he served as Secretary in Administration and Finance at the Organization of American States (OAS) and political advisor to the Secretary General of that organization, César Gaviria.
He was a senior professional Democrat member of the House of Representatives Committee on Foreign Affairs with a focus on the Western World. There, he served as adviser on matters and legislation related to the Americas to Representative Eliot Engel and, previously, to the Presidents of the Commission, Howard Berman and Tom Lantos.
He has held various positions in the US State Department and has worked as a counselor in policies aimed at Latin America, both for the Obama presidential campaigns, as well as for the John Kerry campaign. In turn, during the administration of President Bill Clinton, he was a Special Counselor in the Western World office of the State Department.
Quilter holds degrees from Standford University, the Fletcher School of Law and Diplomacy, and a Law Degree from the U.C. Berkeley Law School.
DAN FISK is currently Director of Operations at the International Republican Institute (IRI) since 2015. His first stint at IRI was in 2009, coordinating the Institute's Governance programs and, between 2010 and 2014, he served as Vice President for Strategic Policies and Planning.
He was Director of the George W. Bush Institute’s Economic Growth Initiative, where today he remains a fellow and senior advisor.
He has held numerous positions in the US government, including Special Assistant to the President and Director of Western World Relations at the National Security Council (October 2005 to January 2009); Counselor in Foreign and National Policy and Counselor of Senator Mel Martínez (R-FL); staff members and associate counselor for the Senate Committee on Foreign Relations and the House Committee of Foreign Affairs; Director of International Narcotics Affairs at the Office of the Assistant Secretary for Defense for International Security Affairs; special adviser to the Assistant Secretary for Inter-American Relations of the Department of State; and Coordinator of Public Policies for Central America in the Communications Office of the White House.
Fisk holds a Juris Doctor and a Masters in Government from Georgetown University, and a Bachelor on Education from the University of Tulsa.
